How WhatsApp pricing works in India
Meta charges for each delivered message, at a rate set by the message's category and the customer's country code. Messages to +91 numbers are charged at India rates. Messages that customers send you are free.
| Category | What it is for | India rate per delivered message |
|---|---|---|
| Marketing | Offers, launches and other promotional templates | ₹0.8631 |
| Utility | Updates on an order, booking or account the customer has with you | ₹0.115 |
| Authentication | One-time passcodes | ₹0.115 |
| Service | Free-form replies within 24 hours of the customer's last message | ₹0.115, after 1,000 free per number each month |
These are Meta's INR list rates, effective 1 October 2026 and checked on 1 November 2026. Marketing, utility and authentication messages are templates, which Meta must approve and which you can send at any time. Service messages are replies that only work while the 24-hour window is open.
Meta's rate card also lists an authentication-international rate of ₹2.4971 for India. It applies only to eligible businesses based outside India, so an Indian business messaging Indian numbers pays the normal rate.
What is free
Three kinds of message cost nothing:
- Messages customers send you. Meta never charges for incoming messages.
- Your first 1,000 service replies each month. Each business phone number gets this free tier. Unused replies do not carry over to the next month.
- Replies to click-to-WhatsApp ads. When someone messages you from such an ad on the WhatsApp phone app, reply within 24 hours. That reply is free and opens a free window of up to 7 days for marketing, utility, authentication and service messages.
Two things that used to be free have been charged since 1 October 2026. Service replies beyond the first 1,000 a month cost ₹0.115 each. Utility templates sent inside the 24-hour window are charged at the normal utility rate.
Volume discounts
Volume tiers lower the rate for utility and authentication messages only, and they start high. In India, the first discount applies after 2.5 crore utility messages, or 7.5 lakh authentication messages, in a month. The discount then rises in steps from 6% to 30%.
Meta counts only charged messages, across every WhatsApp account in your business portfolio. Most small and mid-size businesses will pay the list rates above.
GST and billing in rupees
If you pay Meta directly and your billing country is India, your rupee WhatsApp accounts are billed by Facebook India. Meta's help centre says these invoices carry 18% GST: IGST, or CGST and SGST at 9% each if your billing address is in Haryana.
Every WhatsApp account in such a business portfolio must be in INR by 31 December 2026. From 1 January 2027, Meta will stop delivering messages from these businesses' non-INR accounts.
A worked example
Take a coaching institute with one WhatsApp number. In a month it sends 2,000 marketing messages about new batches and 5,000 utility messages about class changes and fee receipts. It also sends 1,000 login passcodes and 3,000 replies to students' questions.
- Marketing: 2,000 × ₹0.8631 = ₹1,726.20
- Utility: 5,000 × ₹0.115 = ₹575.00
- Authentication: 1,000 × ₹0.115 = ₹115.00
- Service: the first 1,000 replies are free, then 2,000 × ₹0.115 = ₹230.00
Meta's charges come to ₹2,646.20. Add 18% GST of ₹476.32, and the month's bill is ₹3,122.52. Chats that began from a click-to-WhatsApp ad would bring this down, because messages in their free window cost nothing.
Provider fees come on top
If you use a provider, often called a BSP, its own fees come on top of Meta's charges. Meta's partner docs say Solution Partners can invoice their clients directly. Clients of Tech Providers pay Meta for messages, and pay the provider for its other services.
Before you sign up, ask each provider for its platform fee, any markup on Meta's rates and how GST appears on its invoice.
